Zagreb, Croatia – April 2025. In a high-profile case, a 42-year-old man was arrested in a park in the south of the Croatian capital. He is accused of possessing and distributing a large quantity of child sexual abuse material. What makes the case unusual is that the arrest was made possible largely through the intervention of a self-organised civilian group.
🎯 A staged trap
The group, which operates under the name “Panteri” (English: Panthers), says it is dedicated to protecting children online. Its members act in a similar way to so-called “paedophile hunters” in other countries: they pose as minors online and document their communication with suspects.
In this case, the man was lured to a park near the popular Bundek recreation area through a fictitious meeting. When he arrived, however, he was met not by minors – as he had apparently believed – but by members of the group. They prevented him from leaving and alerted the police. The operation was filmed.
💻 Thousands of incriminating files found
The subsequent search of his home reportedly produced disturbing evidence: investigators seized thousands of files containing child sexual abuse material from the man’s computer. According to media reports, a suspected sedative substance was also found in his home and may be connected with sexual violence.
🌍 International context: The shadow of the “Kidflix” platform
Although current investigations indicate that the arrested man has no connection to the recently dismantled darknet platform “Kidflix”, the case fits into a broader picture: the international platform was recently shut down after months of investigation. It had more than 1,8 million users worldwide. Two users from Croatia were also identified in this connection.
⚖️ Investigation continues as debate intensifies
Croatian police are continuing their investigation. The man is being held in pre-trial detention. At the same time, the case has triggered a public debate about the role of civilian groups in law enforcement. While many praise the “Panteri” for their courage, others raise legal and ethical questions about vigilantism.
