The façade, windows, lighting and building services have been upgraded; a 120 kW heat pump replaces part of the building’s former energy demand. But the announced 70 to 80 per cent saving still has to be demonstrated in operation.
The energy-renovation phase is complete
Primorje-Gorski Kotar County reports that the energy and functional renovation of its health-centre branch in Crikvenica has been completed. Work on the public building lasted almost a year. The façade and thermal envelope, windows and doors, lighting and parts of the technical systems were renewed.
“Completed” refers to this project phase. The County immediately announced the planning and subsequent renovation of the interiors. Presenting the report as a completely finished new building would confuse the exterior and energy systems with the interior phase that is still to follow.
The €1.85 million came from two sources
According to the County, the project has a total value of €1.85 million. Just under €800,000 came as a non-repayable grant from Croatia’s National Recovery and Resilience Plan, the NPOO. Primorje-Gorski Kotar County financed the remaining €1.05 million.
The regional energy agency REA Kvarner was the project partner. The financing describes an investment in a public building; it says nothing about new medical departments, additional doctors or changed opening hours.
The former consumption shows the scale
Before the renovation, the building consumed approximately 17,300 litres of heating oil and 92,000 kilowatt-hours of electricity each year, according to the published figures. These baseline values explain why it was described as an energy-wasting building. They are not a new measurement of consumption after the renovation.
The most visible change is the renewed building envelope. From an energy perspective, however, tighter windows, more efficient lighting and modernised building services also matter because heat losses and generation must be considered together.
A high-temperature heat pump of around 120 kilowatts
A high-temperature heat pump with an output of approximately 120 kilowatts was installed. Such systems can provide higher flow temperatures and are therefore of interest when renovating existing buildings whose heat emitters were not designed entirely for the low temperatures used in new buildings.
The rated output alone reveals neither the future electricity consumption nor the seasonal performance factor. That requires real operating data across winter, hot-water demand, building use and weather. The technology is a major component, but not evidence of the final saving.
The 70 to 80 per cent figure is an expectation
The head of the health centre expects direct savings of between 70 and 80 per cent. The County anticipates the first clear effects in the coming winter. Both were published as forecasts – not as results already measured over a completed heating season.
A sound later assessment would need to account for comparable periods, weather and building use. Only then will it be possible to see how much heating oil is actually eliminated, how electricity consumption changes because of the heat pump and what cost saving remains.
What patients can realistically expect
New windows, the renovated envelope and modernised systems are intended to improve temperature, draughts and comfort. During the work, staff and local people had to cope with scaffolding, window replacement and construction disruption; this exterior phase is now over.
There is no confirmation of a new department, more staff, round-the-clock operation or new consultation hours. The eight tourist clinics mentioned by the County as summer context are likewise not a complete location and opening-hours plan for Crikvenica. For treatment and accessibility, current information from the health centre is what matters.
The next construction phase is inside
The County now intends to plan and then renovate the interiors. The statement does not yet give an exact budget, construction sequence or completion date. Despite the completed energy façade, patients should therefore expect later interior work once its schedule is published.
The project forms part of a wider renovation programme for health centres in the Kvarner region. Ravna Gora and Delnice are mentioned, and the County also announces a project on Krk. Each location has its own project status, however; the completion notice for Crikvenica is not a collective completion notice for all of them.
