At a meeting in Telašćica in late September, nautical pressure, lost fishing gear and enforcement in protected areas took centre stage. The network coordinates experience—it has not enacted a new anchoring ban or created a new national park.

Protection requires cooperation beyond one bay

For a visitor, a bay ends at the next headland. For waste, shipping or spreading species, that boundary is meaningless. Cooperation among Croatia's marine protected areas is therefore more than an administrative meeting: it can help address comparable problems with shared knowledge.

The Croatian network of marine protected areas met in Sali and Telašćica Nature Park on 23 and 24 September 2026. Dubrovnik-Neretva's nature-protection authority says more than forty specialists attended, including representatives of protected areas, the ministry and partners from Montenegro.

Three practical tasks were central

Discussions covered cleaning the coast and seabed and dealing with marine litter and lost fishing gear. A second focus was measuring nautical pressure and ecological moorings. Third, participants considered stronger supervision and enforcement in protected areas.

These are different tasks. A recovered net is an immediate result; permanently reducing boat pressure also requires rules, suitable infrastructure and enforcement. One new buoy does not answer how many vessels an area can sustain or who acts on a breach.

Why seagrass belongs in the debate

Posidonia oceanica is a marine flowering plant that forms extensive underwater meadows. The Sunce association describes it as habitat for many species, a seabed stabiliser and a carbon store. Anchoring, pollution and coastal construction are among the pressures that can damage it.

That is why dark patches below a boat should not be treated as nuisance growth. A view from above says little about their condition. In Telašćica, Sunce documents repeated studies at fixed sites, and its published 2025 project description expressly provides for comparison with earlier measurements.

Good intentions are not yet measured success

The meeting also covered biodiversity, invasive species and carbon storage in coastal and marine habitats. SAMESEA and ADRIWATCH were among the projects discussed. The report confirms those fields of work, but not a new improvement across the entire sea.

Future assessment therefore depends on verifiable results: which sites are measured, what repeated surveys show, which facilities are operational, and which authorities publish measures based on the findings. Participant numbers alone answer none of those questions.

What skippers can take from it

Before entering a protected area, include its current rules and permitted berth or anchoring locations in passage planning. Infrastructure announced as ecological becomes practically usable only when the operator opens it. Existing local rules apply regardless of whether a new project has been presented.

The network meeting itself did not create a new general anchoring ban for Croatia. Conversely, the absence of a national rule is no permission to ignore local restrictions. Ask the responsible park authority when unclear; an old travel report or an empty gap between boats does not replace its information.

Not a spectacular event, but an important continuing subject

Marine protection does not fit neatly into one opening or spectacular clean-up. The value of cooperation lies in transferring experience between areas and following problems over several years.

We therefore treat the meeting as background. It explains what protected areas are working on and how later progress could be recognised. The published notice contains no claim of new bans, already available reservation systems or proven overall ecological success.
