Access is regulated well above the Old Town. Accommodation, a hotel or a parking ticket only helps if its status matches the number plate – before the car uses the controlled zone.
The zone does not begin at the city gate
From 1 April to 31 October 2026, Dubrovnik controls vehicle traffic across a larger area around the historic Old Town; the rules may also apply during events or particularly heavy traffic. The zone covers areas from Ilijina glavica and Zagrebačka to Viktorija and from Pile to Boninovo. According to the official visitor information, it begins at the traffic lights near the public garage.
Anyone using only the city walls as their reference reacts too late. The system checks access by number plate. No physical sticker is attached to the car. What matters is whether the vehicle has an authorised status in the traffic system.
Four options for visitors – and none is simply ‘hotel booked’
Visitors may enter legally if they have pre-booked an official parking space at Pile or on the lower cable-car plateau, are staying at a hotel within the zone, or have booked private accommodation with a secured parking space and the host has registered the number plate. Buses and larger passenger vehicles have a separate web shop and regulated drop-off points.
An accommodation confirmation without a parking space and number-plate entry is not a free pass for an apartment. Before arrival, the host should confirm in writing that a parking space belongs to the accommodation, which number plate has been registered and when that status takes effect. At a hotel within the zone, it also makes sense to follow the property’s arrival instructions instead of blindly following satnav all the way to Pile.
Hire cars: The correct number plate must be in the system
With a hire car, the number plate is often not known until collection. It is therefore not enough to send the host only the booking name weeks in advance. The actual number plate must be supplied later and entered correctly. The visitor information tells hosts to register it before arrival or no later than within three days; the stress-free option remains resolving it before entry.
Anyone changing vehicles during the stay needs an updated record. An old number-plate entry does not help the replacement car. Keep a screenshot of the host’s confirmation, the parking reservation and the accommodation’s phone number available offline – not as a substitute for registration, but in case an error needs to be resolved.
What the 260 euros mean
The official instructions state a fine of 260 euros for private individuals who enter, travel within or leave the zone contrary to the rules. This is not a normal parking charge or a price for spontaneous access. Different amounts apply to companies, responsible persons and tradespeople; the city also refers hire-car companies to a special rule.
A reserved parking space also has a time window. Anyone entering too early, exceeding the permitted duration or assuming a different reason for access from the one registered should not expect the parking receipt to cover every movement. The booking, period and number plate in the official system are what count.
A relaxed plan begins outside the zone
Day visitors without a compelling reason to drive into the Old Town area are best leaving the car outside the controlled zone and continuing by city bus, taxi or on foot. This avoids not only legal risk but also searching within a dense road network that offers little benefit to through traffic.
Anyone staying within the zone should settle four points in advance: Does a parking space genuinely belong to the booking? Who enters the number plate? Has the current hire-car plate been confirmed? Which road and time window does the host specify? Only when these answers align does a hotel or apartment reservation become a reliable plan for arriving by car.
