Driving to Dubrovnik in 2026: where the controlled zone begins

The zone does not begin at the city gate

Dubrovnik controls vehicle traffic from 1 April to 31 October 2026 across a wider area around the historic Old Town; the rules may also apply during events or particularly heavy traffic. The zone includes areas from Ilijina glavica and Zagrebačka to Viktorija, and from Pile to Boninovo. According to the official visitor information, it begins at the traffic lights near the public garage.

Using the city walls as your only landmark means reacting too late. The system checks access by registration number. No physical sticker is attached to the car. What matters is whether the vehicle has an authorised status in the traffic system.

Four routes for visitors — none simply means ‘hotel booked’

Visitors can enter legally if they have reserved an official parking space at Pile or the lower cable-car plateau in advance, are staying in a hotel within the zone, or have booked private accommodation with a secured parking space and the host registers the number plate. Buses and larger passenger vehicles have a separate webshop and designated drop-off points.

For an apartment, an accommodation confirmation without parking and a registered number plate is not a free pass. Before arrival, the host should confirm in writing that a space belongs to the accommodation, which registration number has been submitted and when the status becomes valid. For a hotel inside the zone, it is also sensible to follow the hotel’s arrival instructions rather than blindly following navigation to Pile.

Hire cars: the correct registration number must be in the system

With hire cars, the registration number is often only known at collection. Sending the host just the booking name weeks in advance is therefore not enough. Supply the actual registration number and obtain confirmation that its entry is valid before driving in. A booking confirmation alone does not replace digital status.

If you change vehicles during your stay, the entry must be updated. The city’s explanation of retrospective notification within three days concerns specifically justified exceptional cases, such as certain service work or transport of people unable to move independently. It is not general permission for day visitors to enter first and provide a reason later.

€260 is not a day rate

The current official instructions list €260 for natural persons, €660 for sole traders or other self-employed people, €1,320 for legal entities and €260 for their responsible person. They refer to special provisions for car-hire companies. These categories must not be merged into a supposedly uniform tourist fine.

The city also explains that each individual unauthorised entry is penalised separately. Paying therefore does not buy unrestricted access for the rest of the day. The time limits on a parking reservation also remain relevant. For infringements, the instructions additionally provide for withdrawal of the authorisation linked to the registration number: initially seven days, 30 days on the second occasion and permanently on the third.

Anyone receiving a demand should therefore check the addressee, registration number, offence times and legal basis of the notice. A large amount in somebody else’s case says little about your own situation without those details. A relaxed plan starts outside the zone

Day visitors without a compelling reason to drive towards the Old Town are best leaving their car outside the controlled zone and continuing by city bus, taxi or on foot. This avoids not only legal risk but also searching through a dense street network that offers little advantage for through traffic.

Anyone staying inside the zone should clarify four points in advance: does parking really come with the booking? Who enters the registration number? Has the current hire-car registration been confirmed? Which road and time window does the host specify? Only when these answers fit together does a hotel or apartment booking become a reliable arrival plan by car.
