The port authority has announced the first construction phase of the shellfish centre itself. Its estimated €3.90 million cost compares with €1.50 million in funding identified so far. Completed harbour infrastructure is not yet an operating processing centre.
Two phases, not a chronological numbering system
The shellfish-centre project in Seline is moving forward. On 6 October, the Zadar County port authority announced the start of Phase I for the centre. It had already reported the harbour infrastructure described as Phase II complete on 21 July. The numbering must therefore not be read as the order in which the phases are completed.
This also explains the apparent contradiction between a completed project section and a new construction announcement: an operational landing place replaces neither the building nor its processing equipment. The current notice gives no opening date for the complete centre.
What has already been built by the water
According to the July notice, the completed harbour section includes a breakwater, a 20-metre service quay, a slipway measuring five by 15 metres and a 124-square-metre area for initial cleaning. The port authority values this section at €915,872.92 including VAT; €800,000 came from co-financing by the Ministry of the Sea and Transport.
These figures concern the harbour phase. They must not be counted a second time as building work already completed in the centre that has now been announced.
What the centre itself is intended to do
The plans include facilities for washing, cleaning, automatic packing and purifying live shellfish in a recirculating seawater system. Part of the centre is intended for the University of Zadar, research and practical training.
The link between landing, treatment and research is the project's most interesting feature. Whether and when individual facilities enter regular operation will need to be demonstrated later by an operating or opening notice. Do not make the financing larger than the evidence supports
For Phase I, the port authority cites an estimated value of €3,895,842.25 including VAT. The expressly identified support from the Ministry of Agriculture, Forestry and Fisheries is €1.50 million. Of that grant, 70 per cent is funded by the EU and 30 per cent by Croatian funds.
The 70 per cent therefore applies to the stated grant, not to the full €3.90 million. These figures alone also do not establish that every project cost is fully covered. The next reliable progress report requires actual construction progress, clarified overall financing and a commissioning date.
