What police allege against the five men
The Dubrovnik-Neretva Police Department reports investigations conducted between 28 August and 2 September into four citizens of Bosnia and Herzegovina aged 25 to 31 and a 35-year-old Croatian. Several reports from members of the public about publicly visible social media posts prompted the inquiries.
According to police, the open profiles displayed images, symbols, songs and texts that paid tribute or expressed thanks to a person convicted of war crimes, thereby disturbing or offending members of the public. The authority classifies the allegations under Article 5 of the Act on Offences against Public Order and Peace.
The posts were publicly accessible
The authority's report concerns alleged publication on open profiles, not private communication in a closed group. Police cite several reports from members of the public as the trigger for their checks.
Golden Beach neither displays nor links to the disputed material. The official allegation and procedural stage are sufficient context; repeating symbols, lyrics or polemical labels would not add informational value.
Three decisions are not yet final
All five men were arrested: one in the Župa dubrovačka area and four in Dubrovnik. They were taken, or were due to be taken, before the Dubrovnik Municipal Court.
Police report non-final convictions and fines for three foreign defendants. Non-final means the decisions do not yet conclude the proceedings definitively. No corresponding court outcome for the other two defendants was available when the authority published its report.
Residence measures have a separate status
According to police, the three foreigners already convicted are to have their residence and work permits revoked or their short stays terminated, with three-month entry bans imposed. The authority also mentions removal proceedings from the European Economic Area carrying two-year entry bans.
The timing matters particularly here: police say the two-year measure is to take effect only once the court decision becomes final. An open judgment must not be presented as an expulsion already carried out with final effect.
Not a general guide to online speech
The case shows that publicly visible social media posts can trigger public-order proceedings. It does not provide a simple list of every statement permitted or prohibited in Croatia.

What remains unresolved
The final outcomes of the three non-final proceedings and the court status of the other two men remain open. The accessible police statement does not give the amount of each fine either.
Until new court or authority information appears, the proper approach is to attribute allegations and decisions clearly, avoid prejudging anyone whose case is unfinished, and not portray residence measures as one uniform package already enforced.
