The proposed resort at Prukljansko jezero appears in the draft state property management plan for 2027. That does not resolve the key environmental questions: water consumption, habitats and effects on the lake still need to be examined.
What the 2027 plan says
On 15 October, construction minister Branko Bačić presented the draft annual plan for managing state-owned real estate and movable assets for 2027. It provides for continued work on developing the Prukljan project near Skradin, comprising golf facilities, a luxury hotel and villas.
The ministry announces a public consultation on the draft. It is announcing neither a completed decision adopting a new plan nor the start of construction. The news keeps the project on the state agenda; it does not replace project-specific approval.
A major proposal with a long history
The state property management strategy records a tender for Prukljan in 2020 with one bidder and an implementation contract in 2021. The project therefore did not originate with the current plan presentation.
The preliminary nature-conservation assessment of June 2025 describes around 160 hectares of golf area and about 30 hectares of tourism area on land. Planned works for beaches and a privezište — a facility for mooring boats — are additional elements. These figures describe the submitted planning proposal, not a completed or finally authorised development.
Water and habitats must be assessed together
On 17 June 2025, the environment ministry decided that significant adverse effects on protected sites in the Natura 2000 network could not be ruled out. A detailed appropriate assessment is therefore required. This is neither a finding that damage has already occurred nor environmental clearance.
Instructions dated 2 September 2026 and published on 7 September specify what the environmental study must cover. Topics include water abstraction and the water balance of Guduća and Prukljansko jezero, possible desalination, habitats and cumulative effects alongside other projects.
The instructions also address the county's reference to existing signs of eutrophication. They require analysis of additional nutrient loads during the peak tourist period and potential effects on aquaculture downstream. Reliable supply during increased summer water demand is also part of the assessment.
What would count as the next substantive development
The next decisive step is not another investment figure in a headline, but a transparent environmental study and the procedural decisions based on it. The available documents establish neither a firm construction start nor an opening date.
For the region, this is about more than golf courses: it concerns the use of land and water beside a sensitive body of water. Whether the project can proceed, and under what conditions, cannot yet be determined from its inclusion in the state plan.
