The government is transferring a specific plot

The Croatian government has decided to transfer plot 935/10 in Valbandon to the Municipality of Fažana free of charge. The site covers 15,013 square metres and has an estimated market value of €1,928,900.

The gift is tied to the construction of a community and sports centre. It is therefore an important project step, but neither construction financing nor a building contract.

A building permit is already in place

The government document refers to a building permit dated 22 September 2025 that became final on 16 October 2025. This distinguishes the project from a mere political idea without approved plans.

Even a final permit does not automatically put excavators to work. Tendering, financing, contracting and establishing the building site are separate milestones.

More than a single sports hall is planned

The plans include a multipurpose building with association and club rooms, sanitary and changing areas, administration, storage, meeting rooms, a library and offices. A central square is intended to connect the complex.

Outside, the decision lists handball, basketball and badminton facilities, two beach-volleyball courts, two tennis courts, fitness equipment, a children’s playground and a running track. The later procurement process will show which elements are actually delivered in each construction phase.

The five-year deadline protects the purpose of the gift

Fažana is expected to obtain an occupancy permit within five years of signing the agreement. If the stipulated purpose is not fulfilled, the decision provides for the land to be returned.

This clause prevents valuable state land from being permanently transferred without a result. It is not, however, a promised opening date for residents, visitors or clubs.

The construction price and complete financing are still missing

The official documents state the value of the land, not the full construction cost. National and European co-financing is planned, but this does not yet demonstrate that complete financing has been secured.

Material prices, equipment standards, construction phases and procurement will determine the eventual amount. The land’s seven-figure value must not be read as the price of the entire centre.

What residents can expect now

In the short term, completion of the agreement and further financing and procurement steps are more likely than a finished facility. Surveying or preparatory work may become visible without the main construction having started.

Reliable information about noise, access or closures must come from specific building-site notices. The government decision alone creates no current traffic change in Valbandon.

The honest project status

The site, value, purpose, building permit and time-bound condition are established. The contractor, start date, construction period, total cost, phasing and opening remain unresolved.

The project is therefore further advanced than a sketch, but is not yet a building site. Every progress report should remain precisely between those two points.
