Five euros on Poluotok, three in the rest of the mainland city area, two on the city’s islands: this is a proposal for 2027. Consultation runs until 15 November; the city says permanent homes and qualifying long-term rentals remain exempt.
The higher rates do not apply yet
Zadar has published a draft amendment to its property tax. The city wants to replace the existing uniform charge with geographically differentiated rates. For holiday-apartment owners, this is relevant planning news, but not a new tax bill: the city council is to decide only after consultation.
The proposed annual rates per square metre of usable floor area are five euros in Mjesni odbor Poluotok, three euros in the city’s other mainland local districts and two euros on the islands belonging to Zadar. The intended start is 1 January 2027. The zones relate to the city’s administrative territory, not the whole of Zadar County.
This does not make every home taxable
According to the city’s explanation, properties used as permanent homes and homes contractually let for permanent residence for at least ten months in the tax year remain exempt from this tax. Actual use and fulfilment of the legal conditions are decisive. The number of properties or nationality alone does not answer the tax question.
To prepare, first clarify the use and any grounds for exemption, then calculate using the rate per square metre. Tourist short-term letting does not become long-term residential use simply because the same apartment is advertised over several months. For a specific case, the responsible tax office and required evidence are decisive. This overview is no substitute for an individual tax assessment.
What the differentiated rates mean in figures
For an actually taxable usable floor area of 70 square metres, the proposed rates would produce annual charges of €350 on Poluotok, €210 in the rest of the mainland city area or €140 on the city’s islands. At the existing rate, the amount would be €42. These are calculations for the same floor area, not estimates of anyone’s personal liability.
They allow households to note a possible additional budget item. It would, however, be unwise to recalculate a binding rent or purchase price solely on the basis of the draft. Rates or arrangements may still change before the decision. Nor should the total area stated in a contract be assumed without checking to equal the usable floor area relevant for tax.
There is still time to comment
The city is accepting proposals and objections until 15 November 2026 through the published consultation documents. The draft and form are linked directly on the city’s website. After feedback is evaluated, the matter goes to the city council.
Participants can raise specific questions about zone allocation, application and evidence requirements. For owners, the adopted text will then matter more than a forwarded headline about “five euros in Zadar”. Until then, the accurate summary is: three proposed zones, a procedure still open and exemptions that still need to be checked.
